Sieht gemäß NEwRecruit nach Platz 3 aus wenn nichts mehr passiert.

Polen hat wohl die Titelverteidigung geschafft und Italien scheint 2.

 

Österreich ist wohl 23 und die Schweiz ist vermutlich 20.

Ukraine ist wohl 8.

Australien wohl 12.

Frankreich anscheinend 6.

Die nach Spiel 1 eingeführte Regel, dass es Penalties für nicht fertige Spiele gibt hat aus Team Deutschlands Sicht dafür gesorgt, dass die Spiele plötzlich viel schneller wurden und fertig wurden.

Schweiz Platz 5.

 

Spanien holt den Sieg, denn Polen und Italien haben noch Penalties bekommen (oder es wurde nicht alles richtig abgezogen). aus Insiderquellen geht hervor, dass es bei den „vergessenen“ Punkten um 4 Strafpunkte für den alt bekannten „Furion“ handelt.
 

Damit rutschen beide Länder von Platz 1 (Polen) und 2 (Italien) auf Platz 2 und 3 runter, und die drittplatzierten Spanier lachen sich zum Sieg. 
 

Gratuliere den Deutschen :-)

Im ETC Forum gibt es noch eine Klarstellung zu den Penalties (und dem ganzen hin und her).

 

Kurz gesagt auf Polen bezogen:

Es gab Penalties wegen nicht rechtzeitiger Abgabe der Ergebnisse. Dann stellte man fast, dass das nicht rechtzeitige Abgeben der Ergebnisse durch Refs. beeinflusst wurde, dh. es war nicht alles die Schuld der Spieler, weswegen die Penalties nachträglich korrigiert wurden.

 

Dann stellte man fest, dass ein Spieler (ich glaub Furion) von Polen 2 Spiele nicht fertig gespielt hatte (dh. nicht bis zur Runde 6), was zu 4 Strafpunkten geführt hat. 

 

In einem Spiel Polen gegen Dänemark hat der Polnische Spieler eine Einheit nach der Bewegungsphase bewegt (um ein Marker wegzunehmen), und plötzlich stand die Einheit so, dass ein Charaktermodell ein Manöver machen konnte, was vorher nicht möglich war. Dies führte zu 3 Strafpunkten. 

 

Zum Abschluss bringen die Spanier Fotos zu den Refs. die zeigen, wie mehrere Polnische Spieler via Whatsapp mit "aussen" kommunizieren. Dies ist gemäss Reglement verboten und führt zu 5 Strafpunkten. Heikel an der Sache ist, dass man Polen keine Chance auf Erklärung gelassen hat, dh. man hat auch nicht nachgefragt, mit wem sie kommuniziert haben (haben sie z.B. einfach nur Bilder vom Turnier online gestellt etc.). 

 

Am Ende hatte man das Ergebnis, dass Polen erster wird, zweiter Spanien und dritter Italien. Dabei bemerkte ein Ref. dass man nur 8 der 12 Strafpunkte bei Polen angewendet hatte (die 5 fürs Kommunizieren und die 3 für das Bewegen der Einheit nach der Bewegungsphase), und die 4 fehlenden Strafpunkte (für das nicht Spielen von 6 vollen Runden innerhalb von 4h) dazu führen, dass Spanien vor Polen gewinnt. Dies wurde dann noch gemacht, was die ganze "Award Ceremony" verzögerte. 

 

 

RE: Referees 2022

There is need of transparency behind referee decisions. Hearing the requests i prepared a report which was consulted with rest of the ref team and I'm presenting here as chairmen and head referee in 2022.
- in round2 finland DL forgot the spell due to miscast and casted it nonetheless in later turn. It was discovered only in yet another turn when the player attempted to cast the spell again. The situation was deemed too difficult to fully backtrack but players reached agreement regarding situation on the table. Finnish player was given official warning (green card).
- in Round4 ref was resolving a case in match between French UD and Polish HBE. During the intervention coach of French team was using the clock of the player. He was given official warning (green card) as chess clocks were in use by the players solely and this was clearly bothering one of the players. Interfering in the game.
- in same match as above both players agreed on certain measurements after movement of Polish HBE. This was later double checked to advantage of French UD. French player admited to having agreement and later ignoring it. It was decided by a referee team that player was given yellow card for abusing agreements. Both green and yellow cards were announced to French Captain in the morning of day 3.
-Team Poland starts Round 4 with 9 penalty points for late results (1 from round1 and 8 from round3).
-Team Spain Captain approached refs and asked for removal of round1 penalties for late results. It was deemed to be newrecruit issue and removed from both Team Spain and Team Poland.
- Application of 8 penalty points was reviewed. One referee confirmed that players were still playing at 5 minute mark but results were in before 8 minute mark. As such penalty for both team italy and team poland was changed from 8 to 5.
- further discussion regarding the match was postponed until morning of day3.
-Before Round5 referees after nights sleep discussed situation around penalties for late results for Poland and Italy in Round3. It was decided that match HBE vs SA was overtime due to Refs decision. It made teams not submit game results on time and as such al penalty points for late results for team poland and team italy were removed.
Round6:
- Referee team checks unfinished games from rounds 1-5. The only player with 2 unfinished games reported is HBE Poland (4 rounds reported in round1 and round3 each) this means 4 penalty points for Poland to be applied. This does not change after round 6 where every game was reported to be finished.
- Referee was called in to the table of WDG Poland vs ID Denmark at first row. Communication issue (wdg player wants to chaff unit and characters within but both players miscommunicate). Chaff is placed on top of marker (skewed position) and marked with another marker. After measurement in charge phase of ID player it turns out the character within unit is not chaffed by small margin. Wdg player picks up unit, removes marker from beneath and places unit back. After that character is chaffed. Ref is called on moving already placed unit. Referee after inspection and careful measurement allows the units to stay as they are on the table, lets game continue and will consult any further action with rest of refs team.
- ID Denmark arrives at refs table after finishing game to complain about his opponent actions. Soon after independent witness confirms that sitiation was heated, difficult and there was replacing/correcting chaff placement outside of movement. Refs diiscuss, green cards (official warnings) for both players are discussed with potential of yellow. One ref abstains from further actions (close relation with one of players involved in situation and lots of cases piling up for refs to resolve). Two other refs go to confront the situation at the table with WDG player. Both players are agitated. WDG player confirms picking up the chaff and claims to replace it in same position as intended. Its confirmed that the placement of unit (both initial and after correction) was done with small margin of mistake. Ref initially called to the situation decides to yellow card WDG player (final position of chaff was to clear advantage of wdg, communication issue, correcting position of unit outside of movement phase) and green card ID player (communication issue).
- a while before big inflow of apparent newreceuit issues starts and continues to occupy refs table.
- Captain of Team Spain and Coach of Team USA together with group of other participants approach refs table with request to call for captains meeting immediately to put forward vote. They show list of 10 capitains supporting the motion. Asked, they formulate vote roughly as follows: "reintroduce all penalties which were present in newrecruit in day 1 and 2 of the event". They provide further reasoning focusing on team poland supposed abusive behaviour and present photo evidence of Team Poland players taking photos of tables and sending them via group instant messaging tools. One of refs instantly recognises that this behaviour is forbidden by rulespack and have to be reacted to. Chairmen asks Captain of Team Spain to give 5 minutes for refs to discuss the matter and promises to call for captains after that.
- Referees discuss the matter quickly and get to conclusion that they should do something regarding the situation and not leave the matter in sole captains hands as it could potentially mean unwarranted penalties. In quick consideration and after checking in the ruleapack it is decided that 5 penalty points could be sufficient and together with 3 penalty points connected to yellow card from the round aould end up at 8. This solution is approved by refs team and captains are called.
- after captains gather, chairmen is presenting the most recent change in penalties: yellow card meaning 3 point penalty points and photo evidence of potential communication resulting in 5 point penalty. At this stage part of captains realise that Team Poland would still end up being the victors despite 8 point penalty.
- Team Serbia Captain raises motion for a vote to abolish all penalties for late results. 10 captains support vote motion. Majority of captains vote in favour of keeping the late results penalties.
- Team Spain Captain raises motion for a vote on bringing back penalties to newrecruit which were removed. Chairmen asks for justification of existence and later removal of penalties. The reasoning is presented to Captains Council. Captains proceed to vote with clear majority voting in favour of sticking to refs decision.
- Team Australia Captain, Team Denmark Captain and Team Scotland Captain independently communicate the need of trusting refs more and condemn affecting ongoing tournament by captains vote. Upon that Chairmen put forward vote of confidence in refs decision. This third vote passes and referees decisions are accepted in fullness and the captains meeting ends.
- soon after all results are put in newrecruit and the refs confirm among each other that right now decision about both yellow card (thus 3 point penalty) and 5 point penalty should stick given it was presented to and approved by captains meeting.
- Refs present list of victors to tournament organisers to continue with awards ceremony for t9a after awards ceremony for whu. The list is:
Sportsmanship: Canada
Best painted: Italy
3rd place: Italy
2nd place: Spain
1st place: Poland
- during the awards ceremony refs team relises that 4 point penalty for HBE Poland was not added to newrecruit due to issue with penalty insertion. As such its calculated quickly that sum of penalties not in newrecruit is 12 (3, 4, 5). This does affect top3 of the tournament. After brief vote its accepted that we should fix that.
- the list is changed during presentation of best painted and after double check the tournament organiser announces corrent top3 with Poland at second place and Spain at first place.
- soon after Chairmen get results from ETC FoW event in Belgium and calculates the score for ETC shield.
- ETC shield is presented to Poland with both WHU and T9A teams.
-details regarding votes, Shield scoring and update of newrecruit will follow in separate communication.

After the event refs concluded (so far) that:
- We admit the situation around photos should have been solved better by ref team. We submitted to time pressure caused by call for captains vote and we did not confronted accusation with Team Poland.
- Nonetheless we stand by our decisions and we are against any post-etc vote on any of the above matters including that less-than-perfectly conducted case. We are taking full responsibility for decisions made.
- we suggest to add clear point about no captains votes affecting ongoing events. Such situation happened year ago and this year and this should not be a standard. We think independent referee team should be sole responsible for any penalties and execution of the rulespack and selecting victors in ongoing events.
- we suggest to think through selection of tool for running the tournament. Maybe adding refs to decisionmaking could help in making correct choice.
- Finally if above points would be solved it would mean significantly less pressure on refs during the event which would lead to better quality of reffing. Other points which could facilitate easier life for refs will be proposed to chairs/next year orga (like keeping pc/laptop for sole refs use with cable connection, increase of reimbursement, and adding clear rule that refs are without nationality and they have to be assumed to be impartial and decision final - not to be changed by caps vote after the event).

- Application of 8 penalty points was reviewed. One referee confirmed that players were still playing at 5 minute mark but results were in before 8 minute mark. As such penalty for both team italy and team poland was changed from 8 to 5.
- further discussion regarding the match was postponed until morning of day3.
-Before Round5 referees after nights sleep discussed situation around penalties for late results for Poland and Italy in Round3. It was decided that match HBE vs SA was overtime due to Refs decision. It made teams not submit game results on time and as such al penalty points for late results for team poland and team italy were removed.
Round6:
- Referee team checks unfinished games from rounds 1-5. The only player with 2 unfinished games reported is HBE Poland (4 rounds reported in round1 and round3 each) this means 4 penalty points for Poland to be applied. This does not change after round 6 where every game was reported to be finished.
- Referee was called in to the table of WDG Poland vs ID Denmark at first row. Communication issue (wdg player wants to chaff unit and characters within but both players miscommunicate). Chaff is placed on top of marker (skewed position) and marked with another marker. After measurement in charge phase of ID player it turns out the character within unit is not chaffed by small margin. Wdg player picks up unit, removes marker from beneath and places unit back. After that character is chaffed. Ref is called on moving already placed unit. Referee after inspection and careful measurement allows the units to stay as they are on the table, lets game continue and will consult any further action with rest of refs team.
- ID Denmark arrives at refs table after finishing game to complain about his opponent actions. Soon after independent witness confirms that sitiation was heated, difficult and there was replacing/correcting chaff placement outside of movement. Refs diiscuss, green cards (official warnings) for both players are discussed with potential of yellow. One ref abstains from further actions (close relation with one of players involved in situation and lots of cases piling up for refs to resolve). Two other refs go to confront the situation at the table with WDG player. Both players are agitated. WDG player confirms picking up the chaff and claims to replace it in same position as intended. Its confirmed that the placement of unit (both initial and after correction) was done with small margin of mistake. Ref initially called to the situation decides to yellow card WDG player (final position of chaff was to clear advantage of wdg, communication issue, correcting position of unit outside of movement phase) and green card ID player (communication issue).
- a while before big inflow of apparent newreceuit issues starts and continues to occupy refs table.
- Captain of Team Spain and Coach of Team USA together with group of other participants approach refs table with request to call for captains meeting immediately to put forward vote. They show list of 10 capitains supporting the motion. Asked, they formulate vote roughly as follows: "reintroduce all penalties which were present in newrecruit in day 1 and 2 of the event". They provide further reasoning focusing on team poland supposed abusive behaviour and present photo evidence of Team Poland players taking photos of tables and sending them via group instant messaging tools. One of refs instantly recognises that this behaviour is forbidden by rulespack and have to be reacted to. Chairmen asks Captain of Team Spain to give 5 minutes for refs to discuss the matter and promises to call for captains after that.
- Referees discuss the matter quickly and get to conclusion that they should do something regarding the situation and not leave the matter in sole captains hands as it could potentially mean unwarranted penalties. In quick consideration and after checking in the ruleapack it is decided that 5 penalty points could be sufficient and together with 3 penalty points connected to yellow card from the round aould end up at 8. This solution is approved by refs team and captains are called.
- after captains gather, chairmen is presenting the most recent change in penalties: yellow card meaning 3 point penalty points and photo evidence of potential communication resulting in 5 point penalty. At this stage part of captains realise that Team Poland would still end up being the victors despite 8 point penalty.
- Team Serbia Captain raises motion for a vote to abolish all penalties for late results. 10 captains support vote motion. Majority of captains vote in favour of keeping the late results penalties.
- Team Spain Captain raises motion for a vote on bringing back penalties to newrecruit which were removed. Chairmen asks for justification of existence and later removal of penalties. The reasoning is presented to Captains Council. Captains proceed to vote with clear majority voting in favour of sticking to refs decision.
- Team Australia Captain, Team Denmark Captain and Team Scotland Captain independently communicate the need of trusting refs more and condemn affecting ongoing tournament by captains vote. Upon that Chairmen put forward vote of confidence in refs decision. This third vote passes and referees decisions are accepted in fullness and the captains meeting ends.
- soon after all results are put in newrecruit and the refs confirm among each other that right now decision about both yellow card (thus 3 point penalty) and 5 point penalty should stick given it was presented to and approved by captains meeting.
- Refs present list of victors to tournament organisers to continue with awards ceremony for t9a after awards ceremony for whu. The list is:
Sportsmanship: Canada
Best painted: Italy
3rd place: Italy
2nd place: Spain
1st place: Poland
- during the awards ceremony refs team relises that 4 point penalty for HBE Poland was not added to newrecruit due to issue with penalty insertion. As such its calculated quickly that sum of penalties not in newrecruit is 12 (3, 4, 5). This does affect top3 of the tournament. After brief vote its accepted that we should fix that.
- the list is changed during presentation of best painted and after double check the tournament organiser announces corrent top3 with Poland at second place and Spain at first place.
- soon after Chairmen get results from ETC FoW event in Belgium and calculates the score for ETC shield.
- ETC shield is presented to Poland with both WHU and T9A teams.
-details regarding votes, Shield scoring and update of newrecruit will follow in separate communication.

After the event refs concluded (so far) that:
- We admit the situation around photos should have been solved better by ref team. We submitted to time pressure caused by call for captains vote and we did not confronted accusation with Team Poland.
- Nonetheless we stand by our decisions and we are against any post-etc vote on any of the above matters including that less-than-perfectly conducted case. We are taking full responsibility for decisions made.
- we suggest to add clear point about no captains votes affecting ongoing events. Such situation happened year ago and this year and this should not be a standard. We think independent referee team should be sole responsible for any penalties and execution of the rulespack and selecting victors in ongoing events.
- we suggest to think through selection of tool for running the tournament. Maybe adding refs to decisionmaking could help in making correct choice.
- Finally if above points would be solved it would mean significantly less pressure on refs during the event which would lead to better quality of reffing. Other points which could facilitate easier life for refs will be proposed to chairs/next year orga (like keeping pc/laptop for sole refs use with cable connection, increase of reimbursement, and adding clear rule that refs are without nationality and they have to be assumed to be impartial and decision final - not to be changed by caps vote after the event).

Kurz gesagt auf Polen bezogen:

Es gab Penalties wegen nicht rechtzeitiger Abgabe der Ergebnisse. Dann stellte man fast, dass das nicht rechtzeitige Abgeben der Ergebnisse durch Refs. beeinflusst wurde, dh. es war nicht alles die Schuld der Spieler, weswegen die Penalties nachträglich korrigiert wurden.

 

Dann stellte man fest, dass ein Spieler (ich glaub Furion) von Polen 2 Spiele nicht fertig gespielt hatte (dh. nicht bis zur Runde 6), was zu 4 Strafpunkten geführt hat. 

 

In einem Spiel Polen gegen Dänemark hat der Polnische Spieler eine Einheit nach der Bewegungsphase bewegt (um ein Marker wegzunehmen), und plötzlich stand die Einheit so, dass ein Charaktermodell ein Manöver machen konnte, was vorher nicht möglich war. Dies führte zu 3 Strafpunkten. 

 

Zum Abschluss bringen die Spanier Fotos zu den Refs. die zeigen, wie mehrere Polnische Spieler via Whatsapp mit "aussen" kommunizieren. Dies ist gemäss Reglement verboten und führt zu 5 Strafpunkten. Heikel an der Sache ist, dass man Polen keine Chance auf Erklärung gelassen hat, dh. man hat auch nicht nachgefragt, mit wem sie kommuniziert haben (haben sie z.B. einfach nur Bilder vom Turnier online gestellt etc.). 

 

Am Ende hatte man das Ergebnis, dass Polen erster wird, zweiter Spanien und dritter Italien. Dabei bemerkte ein Ref. dass man nur 8 der 12 Strafpunkte bei Polen angewendet hatte (die 5 fürs Kommunizieren und die 3 für das Bewegen der Einheit nach der Bewegungsphase), und die 4 fehlenden Strafpunkte (für das nicht Spielen von 6 vollen Runden innerhalb von 4h) dazu führen, dass Spanien vor Polen gewinnt. Dies wurde dann noch gemacht, was die ganze "Award Ceremony" verzögerte. 

 

 

 

 

Danke für die Zusammenfassung/Verlinkung. Ist halt blöd, wenn sowas vergessen wird und es dann im Nachhinein den Gesamtsieg kostet, auch hat es ein Geschmäckle, dass ausgerechnet die Spanier als Platz 2 die Beweise anführen, aber wirklich übel kann man das der Orga bzw den Schiedsrichtern nicht nehmen. Alles im Rahmen der Regeln klar abgedeckt. Viel mehr als die Frage nach Platz 1 oder Platz 2 ist eher die Frage danach wichtig welche Gräben das zieht und wie sich das auf die Community auswirkt.

Naja, ist nicht das erste mal und nicht das letzte mal… und leider ist die Stimmung grundsätzlich nicht gerade auf der Polnischen Seite (auch bei WHU nicht). Von dem her bin ich nicht sicher, wie gross nen negativer Effekt da ist…

das ist nicht das erste Mal das ein Team oder Spieler aus Polen negativ aufgefallen ist.... Das kann man aber von gewissen anderen Spielern/Teams auch behaupten. Es ist sehr schade das es wirklich je-des Jahr einen Skandal geben muss, nicht nur die Frage, gab es einen sondern die Frage welchen und welche der üblichen Verdächtigen waren dahinter.
